For freshwater fishing, New York requires most anglers age 16 and older to have a valid fishing license. That requirement also applies when taking frogs or freshwater baitfish for personal use. 

Saltwater rules work differently, which is where many beginners get confused.

Who Needs a New York Fishing License?

You generally need a New York freshwater fishing license if you are 16 or older and are fishing for freshwater species by methods such as angling, hooking, spearing, longbow, or tip-ups. The same age rule applies when taking freshwater baitfish or frogs.

Kids 15 and younger do not need a freshwater fishing license.

For most anglers, that makes the basic rule easy:

Freshwater + age 16 or older = get a license unless an exemption applies.

New York Fishing License Costs in 2026

New York keeps its basic freshwater license options fairly simple.

Current DEC fees are:

The annual fishing license is valid for 365 days from the date of purchase or renewal, rather than expiring on one fixed statewide date. 

That is useful if you buy your license halfway through the season—you still receive a full year.

Which New York Fishing License Should You Buy?

Annual License

Best for anyone planning to fish multiple times during the year.

For New York residents, the $25 annual license is usually the most practical choice if you fish more than a handful of days. 

It works well for anglers targeting:

  • Bass
  • Trout
  • Walleye
  • Pike
  • Panfish
  • Freshwater salmon species

7-Day License

The seven-day option is useful for:

  • Fishing vacations
  • Family trips
  • Visiting anglers
  • Short seasonal trips

Residents currently pay $12, while nonresidents pay $28. 

1-Day License

If you only plan to fish once, the one-day license keeps things simple.

Current fees are $5 for residents and $10 for nonresidents.

What About Saltwater Fishing in New York?

This is where New York differs from states that sell a traditional saltwater license.

If you are 16 or older and fishing for saltwater fish in New York's marine and coastal district, you generally need to enroll in the Recreational Marine Fishing Registry.

The registry is free and valid for 365 days. 

It also applies when fishing for migratory marine species in certain tidal waters, including parts of the Hudson River and its tributaries.

Common saltwater targets include:

  • Striped bass

  • Black sea bass

If you plan to fish both freshwater and saltwater during the same trip, make sure you understand which license or registration applies to each location.

New York offers reduced or free licenses to certain qualifying anglers.

  • Resident seniors age 70+
  • Certain active-duty military members
  • Resident military veterans with qualifying service-related disabilities
  • Legally blind New York residents
  • Certain Indigenous anglers
  • Some full-time nonresident students attending New York colleges or universities 

For example, qualifying New York residents age 70 and older currently pay $5 for an annual fishing license. Resident veterans with a 40% or greater service-related disability may also qualify for reduced licensing. 

Because documentation requirements vary, check eligibility before purchasing.

Where to Buy a New York Fishing License

New York gives anglers three main purchase options.

Online

The easiest method for most people is through the state's DECALS licensing system.

After completing an online purchase, the license is emailed to you and is also available in your DECALS account. 

By Phone

Licenses can be purchased by calling:

If you purchase by phone, your DEC ID can be used as proof, and the license is also delivered electronically. 

In Person

You can also purchase through an authorized license issuing agent.

These are often located at:

  • Sporting goods stores
  • Outdoor retailers
  • Municipal offices
  • Other authorized businesses

Do You Need to Carry a Paper License?

New York has made this easier than it used to be.

Anglers may provide proof of licensure using:

  • A printed license
  • The HuntFishNY app
  • Their 12-digit DEC ID number 

That means forgetting the paper copy does not necessarily end your fishing trip.

I still like keeping a digital copy saved on my phone before heading somewhere with weak service.

Can a New York License Be Used on Border Waters?

Sometimes.

New York has reciprocal arrangements for certain border waters, but not all of them.

For example, DEC currently lists reciprocal or partial-use arrangements for waters including the Delaware River and portions of Lake Champlain, Greenwood Lake, and Indian Lake. A New York license does not automatically authorize you to fish the non-New York portions of Lake Ontario, Lake Erie, the Niagara River, or the St. Lawrence River. 

Always check the specific border-water rule before crossing a state or international boundary.

For general New York freshwater fishing, I like a versatile spinning setup because it covers everything from smallmouth bass and walleye to trout and panfish.
